Even though the owners would have had to buy a digital set top box to keep using their black and white sets, more than 13,000 people have still not switched to colour television.
Surprisingly there are almost as many black and white licences today as in 1946 when TV licensing first began and 14,560 licences were issued.
TV Licensing still offers black and white licenses 46 years later and as recently as 2000 there were still over 200,000 black and white licences issued.
